SASKATCHEWAN IMMIGRANT NOMINEE PROGRAM (SINP)
Eligibility Requirements for the Saskatchewan Immigrant Nominee Program (SINP)
Under the Saskatchewan Immigrant Nominee Program (SINP), candidates may qualify under one of the following categories:
- International Skilled Worker Category
- Saskatchewan Experience Category
- Entrepreneur and Farm Category
- INTERNATION SKILLED WORKER CATEGORY
- International Skilled Worker – Employment Offer
- International Skilled Worker – Occupations In-Demand
- International skilled worker – Express Entry
INTERNATIONAL SKILLED WORKER – EMPLOYMENT OFFER
This sub-category is for skilled workers who:
- Have a job offer for a skilled occupation in Saskatchewan; and
- Meet the criteria of the sub-category. Criteria can change at any time, but we’ll use what was on this website when we received your complete application.
ELIGIBILITY
You may qualify for this sub-category if you live outside Canada or have proof of legal status in Canada, are not a refugee claimant and:
- Score a minimum of 60 points out of 100 on the Saskatchewan Immigrant Nominee Program (SINP)
- Have at least one-year work experience in the past ten years in your intended occupation;
- Have a language score of at least Canadian Language Benchmark (CLB) 4.
- Employers and regulatory bodies may ask for language scores that are higher than CLB 4;
- Show proof of eligibility for Saskatchewan licensure, if your intended occupation is in a regulated profession or compulsory apprenticeship trade;
- You’ll need this as part of your SINP application. To see if your intended occupation is regulated in Saskatchewan, go to Regulated Occupations and Licensing Requirements.
- Have an offer of permanent, full-time employment in Saskatchewan. You’ll need a valid SINP Job Approval Letter to show proof of this. There’s no specific list of jobs, but your offer is required to be in an occupation in the National Occupational Classification (NOC) Matrix level “A”, “B” or “0”, or in a designated trade in Saskatchewan.
- Food and Beverage Servers/Persons should apply under the Hospitality Sector Project sub-category. Health Professionals should apply under the Health Professionals sub- category.

INTERNATIONAL SKILLED WORKER- IN DEMAND OCCU.
This sub-category is for highly skilled workers who have experience in one of Saskatchewan’s in-demand occupations. No job offer in the province is required under this sub-category of International Skilled Worker immigration.
MINIMUM ELIGIBILITY REQUIREMENTS
In order to be eligible under the Occupations In-Demand sub-category, applicants must:
- Have proof of legal status, if currently residing in Canada;
- Have a minimum language score of Canadian Language Benchmark (CLB) 4; ( L-4 R-3.5 W-4 S-4)
- Have completed at least 1 YEAR of post-secondary education or training comparable to the Canadian education system;
- The program of study must have resulted in a degree, diploma, certificate, or a certificate equivalent to a trade certificate.
- Have at least 1 YEAR of paid work experience in the past ten years related to their field of education or training, in a highly-skilled occupation (NOC 0, A, or B) that is considered to be in-demand in Saskatchewan (See in-demand occupations list, below);
- Obtain proof of eligibility for Saskatchewan licensure if their profession is regulated in Saskatchewan and requires mandatory (compulsory) certification or licensing;
- Have proof of settlement funds and a settlement plan; and
- Score a minimum of 60 points out of 100 on the point assessment grid.
INTERNATIONAL SKILLED WORKER – EXPRESS ENTRY
This sub-category is for skilled workers who:
- Want to live and work in Saskatchewan;
- Are in the Immigration, Refugees and Citizenship Canada (IRCC) Express Entry Pool; and
- Meet the sub-category criteria. Criteria can change at any time, but we’ll use what was on this website when we received your complete application.
ELIGIBILITY
To be eligible for this sub-category, you must pay a non-refundable $300 application fee online by Visa or Mastercard. It is the last step required in order to submit your application.
You may qualify for this sub-category if you live outside Canada or have proof of legal status in Canada, are not a refugee claimant and:
- Are accepted into IRCC’s Express Entry Pool, have an Express Entry profile Number and Job Seeker Validation Code.
- Score a minimum of 60 points out of 100 on the SINP point assessment grid .
- Provide valid language test results from a designated testing agency. The results should match what you declared in your Express Entry profile.
- Have completed post-secondary education, training or apprenticeship that’s comparable to the Canadian education system of at least one year in length. You must have earned a diploma, certificate or degree.
- Have at least 1 of the following in your field of education or training occupation:
- 1 year work experience in the past 10 years in a skilled profession (non-trades);
- 2 years work experience in a skilled trade in the past five years; or
- 12 months work experience in Canada in the past three years (trades and non-trades).
- Have work experience in a high skilled occupation in the National Occupational Classification (NOC) Matrix level “A”, “B” or “0” that’s included on the SINP In-Demand Occupation List.
- Show proof of Professional Status or Licensure (for regulated occupations or those with professional certification standards in Canada and/or Saskatchewan) if required for your occupation. Please see the SINP In-Demand Occupation List for these requirements. If this proof is required, your application will be held for processing until such proof is provided – all other required documents must be included in your application or your application will be returned as incomplete and your application fee will not be refunded.
- Have proof of settlement funds and a settlement plan.
The federal government sets the amount of nominations the SINP can make every year. The SINP accepts a maximum number of applications each year. No application is guaranteed to be accepted and/or nominated. View Maximum Number of SINP Applications.
POINTS ASSESSMENT GRID
Candidates will be assessed points according to the following five factors: education and training, skilled work experience, language ability, age, and connection(s) to the Saskatchewan labour market and adaptability. Candidates are required to score a minimum of 60 out of 100 points on the Points Assessment Grid in order to be eligible for nomination.
SELECTION FACTORS
ACTOR 1: EDUCATION AND TRAINING
The applicant will receive points for his or her education according to documented proof of completed post-secondary education and/or training programs from a nationally or provincially recognized institution or regulatory body.
Copies of diplomas, certificates, or degrees for any education/training with complete transcripts must be included in order to receive points under this selection factor.
FACTOR 2: SKILLED WORK EXPERIENCE
Points are calculated under this selection factor according to documented proof of skilled work experience (NOC 0, A, B or a designated trade) in the applicant’s intended occupation in the previous ten years.
The applicant must show at least one year of full-time, or part-time equivalent, paid work experience in his or her her intended occupation in order to be eligible.
Documentation must include a letter of reference from the supervisor or Human Resources officer for each work experience listed, the applicant’s official work book, or other official government documentation.
FACTOR 3: LANGUAGE ABILITY
The applicant will receive points for his or her ability in either of Canada’s official languages, English or French. If proficient in both, the applicant should choose the language that he or she is most comfortable with.
Proof of language proficiency is required in the form of official results of a recent SINP-approved language test, such as the International English Language Testing Systems (IELTS, General Training), Canadian English Language Proficiency Index Program (CELPIP) and Test d’evaluation de francais (TEF).
Applicants must score a minimum of CLB 4 in order to be eligible.
FACTOR 4: AGE
The applicant will receive points according to his or her age on the date of application to the SINP.
FACTOR 5: CONNECTIONS TO THE SASKATCHEWAN LABOUR MARKET AND ADAPTABILITY
The applicant will receive points for his or her connection to the Saskatchewan labour market and ability to successfully settle and economically establish in Saskatchewan as a permanent resident through document proof of a high skilled employment offer.
