THE MANITOBA PROVINCIAL NOMINEE PROGRAM (MPNP)

The Manitoba Provincial Nominee Program (MPNP) seeks recent graduates, skilled workers, businesspeople and their families with the intention and ability to successfully settle and economically establish in Manitoba as permanent residents. Manitoba makes it easy to immigrate and settle in our province.

The MPNP for Skilled Workers is locally driven and based on the needs of Manitoba employers. We select internationally trained and experienced workers who have the skills needed in the local labour market, and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba. There are two streams:

The renewed Business Investor Stream will replace the current PNP-B business immigration category. BIS allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba within the first 24 months of arrival in Canada on a temporary work permit. Applicants will no longer be required to submit a deposit of $100,000 to the Manitoba government.

Manitoba Provincial Nominee Program Renewal Improves Manitoba’s Competitiveness for Global Skills

The Canada and Manitoba governments have reached agreement on the renewal of the Manitoba Provincial Nominee Program (MPNP). The MPNP renewal builds on our 10-point Economic Plan by improving Manitoba’s economic competitiveness, attracting new investment, fostering a skilled workforce, and encouraging new immigration.

The MPNP will be reorganized around four new or revised application streams:

  1. International Education Stream (IES)
  2. Business Investor Stream (BIS)
  3. Skilled Worker in Manitoba Stream (SWM)
  4. Skilled Worker Overseas Stream (SWO)

Each stream will include more flexible pathways to ensure that all provincial nominees are able to meet clearly defined labour market and economic needs in Manitoba. These priorities will be clearly communicated to potential MPNP applicants through a regularly updated In-Demand Occupations list.

The MPNP will continue to support Manitoba’s francophone immigration strategy by providing priority for francophone applicants who meet the required criteria in one or more of the four streams.

Existing Candidates and Applicants

Candidates with valid Expression of Interest (EOI) profiles will be assessed under the criteria in effect on the draw date. Applicants will have their MPNP application assessed under the criteria valid on the date their EOI profile was drawn.

Candidates will receive information on how technical changes to the MPNP Online application system will affect their EOI profiles before changes are made.

Information Sessions

  • Information sessions for potential applicants, representatives, and the family members of potential applicants will be held in late November 2017.
  • Information sessions for international students will be held in January 2018.

INDEMAND OCCUPATION LIST

To better identify MPNP candidates who meet the needs of Manitoba employers, the MPNP identifies In-demand Occupations based on Manitoba Labour Market Information and Occupational Forecasts, as well as through direct employer consultations. The occupations listed reference Edition 2016 of the National Occupation Classification (NOC).

The MPNP In-demand Occupations list allows the MPNP to provide clear communication about our current labour market and business investment priorities for potential applicants submitting Expressions of Interest to apply to the program.

These priorities reflect the needs of Manitoba employers ready to hire new immigrants and international students, the in-demand occupations of the Manitoba labour market based on current information and projections, and the occupation-specific skills and language requirements necessary to be hired in those jobs.

The In-demand Occupations list is intended as a guide to help inform candidates in the Expression of Interest pool which applications will be prioritized to receive invitations to apply to the MPNP. The list will be updated regularly.

CAREER EMPLOYMENT PATHWAY

The Career Employment Pathway will provide faster nomination pathways for international student graduates in STEM programs through internships contributing to industry innovation in Manitoba. In addition, post-secondary graduates who find long-term employment in an in-demand occupation consistent with their training, will no longer be required to work for 6 months before applying to the MPNP.

If you are an international student who graduated in another province of Canada and/or are not working in an in-demand occupation, you may be eligible to apply under the Skilled Worker in Manitoba Stream

International Education Stream – Career Employment Pathway
Criterion Minimum Requirement
Education Completed a graduate program in STEM in Manitoba within past 3 years;
OR

Graduated in the past 3 years from a designated post-secondary institution (minimum one year, two semesters, full-time coursework);

OR

Completed a recognized Bridging/Gap-Training program offered by a designated post-secondary partner institution in Manitoba and passed the initial stage of certification by the Regulator as required for the specific regulated occupation associated with that program.

Current Employment in Manitoba For STEM (Science, Technology, Engineering, and Mathematics) graduates:
If you have completed a graduate program in STEM in Manitoba with a completed internship with eligible industry and research enterprises in Manitoba, you are not required to have a job offer at the time of application.

For all other applicants:

Full-time job offer from an eligible current employer, with a minimum 1-year contract, in NOC 0, A, or B on Manitoba’s published In-Demand Occupations list that are consistent with your completed training.

Note:

§  The MPNP may impose program or occupation-specific limits.

§  If you have completed a bridging program and passed the initial stage of certification as determined by the appropriate regulatory body, you are not required to have a job offer at the time of application.

Settlement Funds You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements requirements for independent financial resources for a six-month period.
OR

You must be employed in a full-time, long-term position in Manitoba.

Adaptability You must be residing in Manitoba at the time of application.
You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

  

  1. BUSINESS INVESTOR STREAM

The Business Investor Stream (BIS) will replace the current PNP-B business immigration category. The MPNP selects internationally trained and experienced workers who have the skills needed in the local labour market, and nominates them to receive Canadian permanent resident visas to settle and work in Manitoba. Candidates with strong labour market attachments to Manitoba employers remain a priority.

There will be two pathways:

The Manitoba Work Experience Pathway is for applicants currently working in Manitoba with temporary work permits (Temporary Foreign Workers, international student graduates from other provinces or Manitoba graduates) not working in jobs published on the In-demand Occupations list.

The Employer Direct Recruitment Pathway is for international applicants with hard job offers from pre-approved Manitoba employers.

4.SKILLED WORKER OVERSEAS STREAM

The Skilled Worker Overseas Stream (SWO) is for international skilled worker applicants with in-demand skills and training and a high potential to establish strong labour market attachments to related occupations soon after arrival in Manitoba.

The stream will offer a new pathway to nominate qualified applicants for the federal Express Entry program. Priority will be given to candidates with close family connections in Manitoba and spouses who have the language proficiency, training and experience to quickly find jobs in-demand occupations.

There will be two pathways:

The Manitoba Express Entry Pathway is for candidates demonstrating high human capital with skills, training, and experience related to Manitoba’s In-demand Occupations list and a strong family connection to Manitoba. This Pathway is open to candidates who are also eligible under another MPNP stream and who meet Express Entry criteria and have an active Express Entry profile.

The Human Capital Pathway is for international skilled worker applicants with skills and training aligned with Manitoba’s published In-demand Occupations list, and who demonstrate a high potential to establish strong labour market attachments to those occupations sooner after arrival in Manitoba.

 

MANITOBA EXPRESS ENTRY PATHWAY

Manitoba Express Entry Pathway

The Manitoba Express Entry (EE) Pathway is for candidates demonstrating high human capital with skills, training, and experience related to Manitoba’s In-demand Occupations list and a strong family connection to Manitoba.

This Pathway will be open to candidates who are also eligible under another MPNP stream and who meet Express Entry criteria and have an active EE profile.

HUMAN CAPITAL PATHWAY

The Human Capital Pathway is for international skilled worker applicants with skills and training aligned with Manitoba’s published in-demand occupations list, and who demonstrate a high potential to establish strong labour market attachments to those occupations sooner after arrival in Manitoba.

Work Experience The employment experience declared for purposes of obtaining EOI and assessment points must be full-time and for a period of at least six months. There is no minimum but zero points will be awarded for less than one year of work experience in total.
Your work experience must be in an occupation on the In-Demand Occupations list.

You must submit a complete Career Plan.

Official Languages Proficiency The minimum official language proficiency depends on your assessed NOC:
§  Minimum CLB/NCLC 7 for Regulated Occupation

§  Minimum CLB/NCLC 6 for Compulsory Trades

§  Minimum CLB/NCLC 5 for all other NOC 0, A, or B occupations

Points are awarded for second official language proficiency of at least CLB/NCLC 5

Education You must have completed a minimum of one post-secondary program of at least one year (Canadian equivalent).
If the position requires licensure or certification, you must apply to the regulatory body to have your qualifications and skills assessed and/or pass an examination.
Adaptability You must demonstrate the ability and intent to become economically established and reside in Manitoba;
AND

Confirmed support of a close relative who has resided in Manitoba for at least one year;

OR

Previous post-secondary education completed in Manitoba within the past five years;

OR

Previous work experience in Manitoba within the past five years;

OR

A valid Invitation to Apply issued by the MPNP.

You may also be awarded Adaptability points if your spouse or common-law partner demonstrates a minimum of a bachelor degree and official language proficiency of at least CLB/NCLC 5.

Age Minimum age of 18 at time of submission; no maximum age but no points are awarded over 45 years of age
Settlement Funds Demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.

 

Expression of Interest Ranking for Skilled Workers

UNDERSTANDING THE RANKING SYSTEM

By completing an Expression of Interest, you automatically receive a score based on a number of criteria. The highest-scoring candidates in the pool will be invited on a regular basis to provide a full application to the MPNP.

FACTOR 1: LANGUAGE PROFICIENCY

Points are based on individual Canadian Language Benchmark (CLB) band scores for Reading Writing, Listening and Speaking. Points awarded based on official test results provided. Those candidates who do not submit valid results of an approved language test do not receive points in this category. To be considered valid, your test must have been taken no more than two years prior to the date you submit your MPNP Online application. Points for the second official language are also based on evidence in form of official test results indicating the candidate scores at least at CLB 5 overall.

FACTOR 3: WORK EXPERIENCE

Points are calculated based on your years of full-time work experience. Your employment is considered full-time if you are working for 30 hours or more each week for the same employer.Only full-time jobs of six months or longer should be included. You should only count full years of work experience you have already completed. Do not round up your work experience (Ex.: If you have gained 7 months of work experience, you would have to answer less than 1).

Additional points for licensing are only awarded to those candidates who are working in professions or trades that require licensing in Manitoba and have completed all necessary steps to be able to seek employment in Manitoba. Evidence of this is required at the time an application is submitted to the MPNP.

FACTOR 5: ADAPTABILITY

Adaptability points are calculated based on the type of connection you have to Manitoba. All candidates must have at least one type of connection to our province (Regional Development is considered a supplemental connection factor; points can only be awarded in combination with a Manitoba connection). You cannot be awarded points for more than one connection factor, you will only be scored based on your connection which gives you the highest score. Supplemental points for Regional Development cannot be awarded to candidates whose connection to Manitoba is based on Manitoba Demand. All candidates indicating that they plan to settle outside of Winnipeg MUST at the time of application satisfactorily demonstrate that they have a convincing connection to a region outside of the capital city indicating a strong likelihood that they will make a long-term economic contribution to that region.

Skilled Worker Overseas Stream – Manitoba Express Entry Pathway

FACTOR 6: RISK ASSESSMENT

Ranking points will no longer be deducted if you or your spouse have a close relative living in another Canadian province or if you have a previous immigration application to another province.   You are still required to answer these questions.  The maximum negative ranking points possible now is -200.

If you have a valid EOI, you do NOT need to create a new one, the points will automatically be adjusted.  You can log-in to view your current score and change/update your valid profile at any time if your circumstances change by updating the information in your EOI and hitting re-submit.

Points are calculated based on any connections you or your spouse, if applicable, may have to other parts of Canada.

EXPRESSION OF INTEREST SUBMISSION

Who can submit an Expression of Interest?

Submitting an Expression of Interest (EOI) is your first step to immigration to Manitoba through the MPNP. If you are eligible under one of our application streams, you will be able to submit an Expression of Interest.

What do you submit?

Eligible candidates complete a series of questions online and are not required to upload supporting documentation before submitting their profile into the EOI pool.

Your profile will be placed in a pool with other eligible candidates and you will receive a score based on the answers you provide. We will then rank you using several factors and if you are among the highest-scoring candidates, you may be invited to submit an application to the MPNP.

There are no limits on the number of candidates who can submit an Expression of Interest and no deadline. The information you provide will help us determine if you are eligible to immigrate through the MPNP.

Before starting, please familiarize yourself with the eligibility criteria of the MPNP as you may have to take a language test or fulfill other requirements prior to submitting an Expression of Interest.

You will be able to update the information in your Expression of Interest after submission by logging back into your account. Please ensure that all information in your profile remains up-to-date.

 

 

 

 

 

 

HOW THE POOL WORKS

If you successfully create an Expression of Interest, you will be entered into a pool of all eligible candidates.

  • Your profile will be valid for one year from the day you submit it.
  • You will receive EOIRanking Points based on the information you provided in your profile.
  • The MPNP will regularly draw the highest scoring candidates and invite them to submit a full application to the MPNP.
  • The MPNP uses an electronic system for both the submission of Expressions of Interest and nomination applications (Business applicants submit a paper based application) and we will communicate with you via email. Please ensure that you provide a valid email address to us.
  • If you are invited to submit an application, you can use the same log-in information you created for your Expression of Interest to complete your nomination application (Skilled Worker only).
  • You must make sure that the information you provide in your Expression of Interest stays true and accurate at all times. If your situation changes, you must update your profile.
  • If we find that you provided false information or left out important details, your application will be refused and you could be barred for two years from submitting another application.

The highest-scoring candidates in the pool will be invited on a regular basis to provide a full application to the MPNP. The criteria for Skilled Workers differs from the criteria for Business Investors. A points-based system is used to assess and score your profile, and to rank you in the pool of Expressions of Interest. You will be assessed based on factors including:

  • your language ability
  • your education
  • your work experience
  • your adaptability and other factors

These factors all play a role in your future economic success in Manitoba. A goal of the Expression of Interest system is to ensure strong economic outcomes and long-term retention in Manitoba for those selected.

LETTERS OF ADVICE TO APPLY

On a regular basis, the highest-scoring EOIs in each of the MPNP’s application streams, Skilled Workers in Manitoba, Skilled Workers Overseas and Business Investors are drawn from the pool according to the MPNP Ranking Points system for Skilled Workers or Program Eligibility for Business Investors and those selected receive a Letter of Advice to Apply (LAA). The number of LAAs issued in each draw is dependent on annual processing targets and capacities.

If you receive a LAA, you have 60 days to submit a complete application to the MPNP and you will have to provide documents to support the information you provided to us in your Expression of Interest. If you provide false or misleading information in your EOI, it may be considered misrepresentation. Your application could be refused and you may be subject to a ban which would prevent you from applying to the MPNP for a period of two years.

If you are invited to apply, your LAA will advise you on what you should do next. In the case of Skilled Worker by following these instructions you will be able to log in to the Government of Manitoba account you created for your Expression of Interest and will now have access to the full application.

Your Expression of Interest will remain active for one year from the date you originally submitted it. After it expires, you will have to submit a new Expression of Interest to still be considered.
